Enough pieces of colored broken glass, glue, some really amazing talent in working with said broken glass, glue, and wiring. This could be made easily.

Yeah. I mean, you'd first have to make a blue lamp, break said lamp, then hurriedly assemble the pieces (which have now changed color) into the shape of a draconequus and then make a totally different lampshade to use as a skirt.
